Impact of abolition of Russia’s Federal tariff service on rail deliveries of cargoes will be considered at the 6th international conference “Rail deliveries of mining and smelting cargoes in Russia” on 29-30 September in Moscow.

The President of Russia Vladimir Putin signed a decree abolishing the Federal tariff service (FTS) and the transfer of its functions to the Federal Antimonopoly service (FAS).

The representative of RZD (Russian Railways) told that this combination was done in order to optimize the work of the authorities and reduce costs. These changes won’t influence rail deliveries of mining and smelting cargoes.
Pavel Ivankin, business development director at Branswick Rail, noticed that at the moment it’s impossible to assess the impact of combination of FST into FAS on companies involved in rail delivery business. “We are interested in synergetic effect of this merger. We need to see the structure of new federal service to assess the regulatory control. I think that there will be less disagreements between tariff and antimonopoly regulation procedures, particularly when it comes to special tariffs for cargoes transportation on Russia’s export and transit routes” – the expert told.

  • cargo shippers’ requirements for transportation service quality
