Improvement of the algorithm for assessing losses caused to indigenous minorities of the North caused by mining projects in Southern Yakutia

Abstract: The article discusses topical issues of methodological support for compensation payments to indigenous minorities of the North for the damage caused to their original habitats due to implementation of large-scale mining projects. Analysis of the demographic situation, the condition of traditional economic sectors, i.e. reindeer herding, hunting, fishing, gathering of wild plants, and the current development of the mining industry has been carried out using the case of Southern Yakutia and the Iengra Evenki National Agricultural Community (Nasleg). The shortcomings are identified in the currently used methodology of loss estimation, specifically the incorrect application of the investment analysis tools (discounting) to calculate lost profits. An improved computational algorithm is proposed based on the compound interest method using a “top-up deposit” scheme, which more adequately reflects the long-term nature of losses to the traditional economy. Application of this algorithm in the loss assessment will contribute to the balanced development of the industry and preservation of the ethnological environment, consequently increasing the level of trust between subsoil users, the state, and indigenous minorities of the North. The research results can be used to improve the regulatory and legal framework aiming to protect the rights of indigenous peoples and ethnological expertise.
