Abstract: The object of the study, which results are presented in the article, are the enterprises that are part of a coal-mining production association. The subject of the study is the enterprise personnel perception of the relationship between safety, efficiency and labor productivity. The aim of the work is to describe and justify a conceptual approach to the joint improvement of safety, efficiency and productivity. The following methods were used to achieve the goal of the study: observation, modeling, questionnaires, analysis, conducting a workshop. The results of the questionnaire showed that the personnel's perception of the role of workplace safety in the successful solution of production problems vary significantly, which hinders the development and implementation of a coordinated course of production improvements. The main results are as follows: in order to achieve a high level of occupational safety it is necessary to integrate technical, technological, organizational and behavioral means, which will allow creating a comprehensive system to protect employees from hazardous factors, improving the quality of labor processes and minimizing the risks of injuries and accidents. Another important aspect is formation of the safety culture that would promote conscious behavior of workers and their active participation in ensuring safe working conditions. The conceptual basis of the labor safety should be based on the relationship between the quality of production processes, conscious behavior of the employees and safety culture, which in turn will contribute not only to the protection of health and life of workers, but also to improving the overall efficiency of production.
