Abstract: The current stage of economic development in the Russian Federation is characterized with high changeability of both external and internal conditions, which significantly affects operation of coal companies, increasing the risks of a decline in their competitiveness. The purpose of the study is to develop a system of innovation and production management to preserve, develop and enhance utilization of the workforce potential as a key factor in ensuring a coal company's competitiveness. The idea behind the methodological approach to organizing innovation and production management lies in integrating the management approaches of production and innovation management. At the same time, the main focus is placed on the employees and on creation of the environment that would account for the interests and needs of the employees, provide opportunities for their self-fulfillment, professional development and growth, as well as for the preservation, enhancement and improved utilisation of their labour potential. The authors propose to understand innovative production management as a system for organizing and managing production activities in which the processes of reproduction and development are interlinked, and their interpenetration is ensured through enhancement of the staff innovation activities using a set of principles. As part of the study, the authors proposed and justified key guidelines for organizing innovation and production management, which reflect fundamental patterns of this activity and form a set of principles, i.e. interdependence and mutual benefit in the development of the subject (employee) and the company, as well as a consistency between the production and innovation activities. Introduction of the proposed set of principles creates conditions for unlocking the workforce potential, which contributes to enhancing sustainability of the coal company's development in an increasingly uncertain market environment.

Keywords: innovation and production management, workforce potential, production potential, production management, staff innovation activity, coal company, principles.
