Mining Education Cluster of the Republic of Tyva: social and career guidance of secondary vocational school leavers

Abstract: The article presents the results of analyzing social and career guidance of secondary vocational school leavers included in the Mining Educational Cluster of the Republic of Tyva. The government initiative, implemented by governmental agencies and educational institutions with the support of large industrial companies, is designed to ensure efficient training of specialists demanded in the labor market. The study was conducted by the staff of the Tuvinian Institute for Exploration of Natural Resources of the Siberian branch of the Russian Academy of Sciences, Kyzyl, Russian Federation on the basis of a sociological survey of secondary vocational school leavers in the Republic of Tyva integrated into the Mining Educational Cluster. The purpose of the research is to study their social and career guidance. The research objectives included analyzing formation of the Mining Educational Cluster in the region; assessment of the vocational education popularity in the Republic of Tyva from 2010 to 2025; identification of the factors that characterize the level of comfort of the population; identification of the reasons for choosing vocational education; identification of migration attitudes of the future specialists. The Republic of Tyva offers favorable conditions for replenishing human capital assets, i.e. the skilled workers and mid-tier specialists. A survey of the vocational school leavers in the Mining Educational Cluster (October 2025) revealed their uncertainty regarding employment. This may be due to a lack of awareness about the labor market, lack of confidence in the demand for the profession, and a lack of specific offers from potential employers. As the cluster started its operation in September 2025, these data serve as a base-level reference point for tracking its efficiency both at the organizational level and in the changes of the schools leavers’ opinions.
